Not legal in NC, especially when the car is being driven.
If you are parked and have them on, the Police/HP will probably not say anything to you, but technically, they are illegal and if you are driving with them on you can expect some harassment or a ticket. Have seen these guys in court, and they do not play.
I worked at an Advance Auto Parts store in NC for about 6 1/2 years, and have had several people ask me this. I asked a few State Troopers, and also a few of my local Police officer friends, and they also said that neons are illegal in NC, but if they aren't on when you are driving, they would probably leave you alone.

Email your highway patrol. I emailed my florida highway patrol, and i got a reply back saying they are fine aslong as you dont use the usual red/blue and no yellow/gold, as it resembles emergency vehicles/construction vehicles. And they cannot be blinking, only solid colors.
