i read somewhere that it was approximately 1,103, buyt one time i did it and it was 1,089

That would greatly depend on which side of the tootsie pop someone started licking on. One side is closer to the middle then the other..
Of course, if someone started from the end of the tootsie pop, then they won't reach the middle until it gets eaten up.
I did a test with two independent lickers, to see how many licks it would take. One licker was not allowed to lick his tootsie pop at all, and the other was allowed to lick to his hearts content..
The one who licked was soon ahead, but I lost count of the licks, as I was concentrating on the one who didn't lick. So I still don't know...
I will have to retest them..
