I have tried to use head and shoulder and similar shampoos but they still haven't worked.

First of all, is your dandruff oily or is it dry? There are different types, you need to know this if you want to get rid of it. When you visit your hairstylist, ask him/her. They should be able to help you. Redken has a new system for dandruff, ask your stylist about it. Definitely follow directions on the package or it will not work, also make sure you use the entire bottle before you decide if it worked or not. You should be able to tell after a week or so if it is helping though. Good Luck.

If you have used those products following the directions, then you might have to ask your doctor. He can prescribe something, or you may have something more than just dandruff. I have read that rinsing your hair in vinegar after shampooing kills some types of fungus that can cause dandruff. Try it, it can't hurt you, just leave on while you bath, then make sure you rinse your hair good.
