Why did you get a new puppy if you couldn't afford it!?

Please call around and find a vet that is willing to do "community service" by providing advice pro bono (for free). You would pay the cost of medication. Also call shelters that have animal hospitals associated with them. Often, you pay what you can -- especially for something like this. This animal needs medical assistance, not online guesses. A dog is a responsibility and a committment -- find the money somewhere (do work for the vet in return for help) or consider giving your dog up to a no-kill shelter so that she can receive the assistance she needs.

omg take your dog to the vet now! it's considered a criminal offense if you do not provide care when your dog needs it, and your dog need vet care! the human society can and will work with you. take your pup there ASAP!

It could be a hemorrhoid. Call the vet, don't try to do anything else with it on your own.
