Upward you have to shave against the growth

You're supposed to shave against the grain of the hair, so... upward works best. It lasts a little longer because you've shaved the hair at the root.

I start at the ankle and work my way up but when I shave the underside of my thigh I hold my leg up and shave downward cuz the hair grows from a different direction

You shave upwards. you will be going against the hair and you get a better cut that way

Upward, against the "grain" of the hairs. You get closer to the skin that way and have to shave less.
