Each state has unique laws on shipping liquor and it can be ambiguous. The Supreme Court recent made a ruling on shipping / selling wine, but it does not really clarify the issue.

UPS's policy is that they only ship alcohol if you are commercially licensed to do so. For private people it is more of a Don't Ask, Don't Tell policy. So as long as you don't tell them it is alcohol it will be fine. I used the US Mail to ship wine for Christmas (also against their policy) but it worked out just fine.

As others have said, pack it well. If it breaks, they would likely not pay for the alcohol.

Note, although you cannot carry-on the alcohol on your flight, it is still ok for you to pack it in your checked luggage. I just brought some back from El Paso last month.

I have shipped beer using UPS...so I assume tequila is ok. Just pack it well.

Yes, you can. But you have to pack it securely. and since it is rare, buy insurance.
