No matter what is the languages you interesting into, you have to be devoted on what you learning, Sometimes it's hard but it's kind of fun out of hard.
Easy way it's let yourself to fuse with it, like listening to Canton-pop(If Cantonese), watching HK movies, reading some Chinese news, learn the Chinese (traditional)culture. If you interesting to let yourself with someone who is native Chinese. For further action go for the close friend or soulmate as Chinese, girls or boys as you like. But gotta be take some alert that Chinese needs to practice and more, it's hardest language in the world. And I'm proud of myself being Chinese. Also I am interesting into English learning. I also do the same things as I mentioned how to deal with. So I hope you can be able to let yourself devote onto the Chinese. Or the quickiest way that find some Chinese pen pal who can speak English to teach you some. Hope this is help, good luck!

This depends on you
first of all, you have to decide what level of fluency you want to reach, and also decide how much effort you are willing to put it into.
Immersion programs such as: going to China, or the Middlebury program will allow you to have a basic speaking fluency in anywhere from 3 months to a year. Mind you, this is very a very basic fluency level, where you can communicate with people, but not on a varity of subjects.
To reach a high level of fluency can take a number of years.
Like learning anyother language, you never stop learning it.

Depends on what you mean by "learn."
If you want to be able to speak the language, the best way is to immerse yourself in China. Chinese grammar is actually very simple and the Chinese program in my university claims that a "fairly good spoken competency" can be achieved in only a year.
If you want to be able to read and write the language, that's going to be a lot more difficult.

I think you can come to China, even then "quickly" will be about 3 years.
