no its not, usually. Almost any element can become radioactive if you remove nuetrons from it in some way. These are called isotopes and are often radioactive.

Arsenic is a very "stable" element.
Look at your periodic table, elements like plutonium, and uranium are the likes that exhibit radioactive properties! ;)
