Well I just have a quick question. When you go for namaz. i.e. jummah prayers or eid prayers. People always are praying before and after the congregation salat. So I was wondering why this was and how many rakats you are supposed to do?

I think that's the obligatory prayer that people pray when they enter the mosque. It's only 2 rakaats.

Here's an excerpt from http://www.islamonline.net/livefatwa/english/Browse.asp?hGuestID=A8B7Y6:
"Before Jumaah prayer, the companion of the Prophet (SAAWS) used to pray as many as they could before the Salat starts. The Prophet (SAAWS) urges people to come early to the Masjid on Jumaah, so they would pray from the moment they entered the masjid until the time of Khutba. The Prophet (SAAWS) says, "the one who comes early and makes Salat, he will be rewarded". Some of the companions would make 10 Rakat, others 12, others 8 or others less, but there is not prescribed Sunnah before Jumaah. After Jumaah there are two or four Rakat. If you enter the Masjid of course, there is a two Rakat for saluting the Masjid. "
