My parrots have had a major molt this year, not sure if it's the weather, or what, but more than likely that is all it is... Most all birds will replace all of their feathers within 2 years, but sometimes they molt more at some times than others. Soon you should feel her hard sharp little pin feathers coming in, and you can help, by gently massaging between your fingernail, and finger. It is not particularly pleasant for them, and they love to be scratched, and have the new feathers massaged gently, especially the one's on her head and neck that she can't reach herself---birdman

If he's not pulling them, then it's a molt. Molts happen for most birds a few times a year. Some birds molt constantly all year round. We've had a rash of really strange weather here, and my macaws have been molting for the last 2 months.
If he's not pulling them, it's perfectly fine. Molts are absolutely normal.

If no pin feathers are emerging and he's balding, take him to the vet and have him screened for Giardia. It's a simple test done at the vet with a vaccine available. Look in the yellow pages for the closest avain vet and call and ask for details. There are a multitude of things that can cause this, but birds are very good at hiding when they are sick. Call the vet.

If there are no other birds in the cage pecking on him, then I would say it is molting.
