The ideal action for the legislative bodies would be to impeach Bush and Cheney on the grounds of incompetence and the compelling suspicion of high crimes and misdemeanors against humanity and the American people. This would remove those two clowns from power, and they could go and sit at home and wait to be subpoenaed when the in-depth investigations start.
It is entirely possible they will be found guilty of treason, and hanged.
In the meantime, we could end our aggressive actions in the Middle East and start to see what we can do to repair the immense damage that has been done by the Bush Administration. We can restore our ability to act diplomatically, and put together a multi-national peacekeeping force to take control in Iraq until the Iraqi people can be educated and throw out the bums that are causing all the internal strife and develop a government of the people there.
If nobody has the guts to do those things, then the congress can enact laws de-funding our aggressive military actions overseas and limiting military spending to the limit that will fund defense only. The congress has the power to do this. This "president" has ignored the laws and constitutional separation of powers, and gotten away with it, an incredible number of times. But if congress cuts off the funding for his madness, he would not be able to do these things.

Approx 100 years ago, President Theodore Roosevelt ordered the "Great White Fleet" of the US Navy to sail around the world. When congress said they would not pay for this extravagant show, he replied "We already have the money, just try and get it back." Even if congress refuses to approve funding for the war, Only the Commander in Chief can order the military to withdraw. I doubt congress will withhold funds as long as the troops are on the ground in Iraq.
aviophage: Even if it could be proved, incompetence is not a crime.

First thing you can do is listen to Rep. Boxer and not talk about things you have never experienced. Have you ever spoke to an Iraqi who lived under Hussein? They have no options. It is called the Constitution.

I do wonder if the Pelosi woman will actually put her money where her mouth is.
After the November elections were over, she said "We won't disappoint the American public".
Something tells me that was all talk, and there'll be no action.
