Step in and say something and report it to animal control. I can't say this enough, humans are the only voices animals have. If we don't speak up for them, who will?? Police never really are good with animal crimes. Best to stick with your local ASPCA or animal control.

Speak to your local Humane Society. They will help you take the next steps. Most likely they will send animal control officers, usually associated with the county sherrif's department, to investigate. If others have seen the abuse or neglect try and get them to make seperate reports. The more reliable reports the better.

Never try and take the law into your own hands. Tempting as it may be for you to help an animal in need yourself all you will end up doing is negating any charges that could have been brought up against the neglectful/abusive owners. Go to your local humane society, they will know exactly what to do.

Actually the act does not necessarily need to be witnessed. Humane societies can seize the animal under suspicion and perform medical tests to determine if anything has happened and proceed from there. I see it done all the time...in fact, most humane cases aren't actually witnessed by an officer of the law.

Please report whomever you think is doing this to your local SPCA. They will investigate. The link between cruelty to animals and current or future cruelty to fellow humans is almost always 100% so the next time this person lashes out, it might not be with the household pet, it may be a child or wife...

Grab the video camera on my phone. I always carry a gun so I would walk up to the idiot and take possession of the animal from them. Then call the police while holding the person. I usually have handcuffs in the car so if my car were nearby I would handcuff them and put them under citizens arrest for animal cruelty till the police came. Remember you need to do everything right if you plan on getting a conviction and also need to know the laws in your area. This is allowed in my state, so look up your local laws to make certain it's allowed in yours. Otherwise YOU could be the one going to jail.

The ASPCA/SPCA recommends that if anyone sees a dog being abused to IMMEDIATELY call the local ASPCA or SPCA and they will send someone to the location. Call directory assistance for the ASPCA/SPCA number.

I would take pictures then call the humane society or the police. As an added bonus, i would kick the abusers @ss
