Do they have sarcasm in Japan? If so, then is it used the same as it is in English?

Yes, they do. However if your Japanese isn't all that great, it probably won't be an issue in communication because either you or your Japanese partners will just be trying to get to the true meaning of whatever is said. Sarcasm might come a little later.

Sarcasm (hiniku) definitely happens.

Yes, but it is usually very subtle. They are for the most part , very polite and gracious people.
