IF you can run a PAL tape on a NTSC camcorder you would get PAL coming out the A/V port.
Unfortunately you can not use a camcorder as a pass-through to convert videos. The signal would simply pass through unchanged.

If you RECORDED on a PAL tape using a NTSC camcorder you would get NTSC comming out the A/V port.

I'm sure there are fine conversion programs that can handle PAL-NTSC converting. Good Luck!
