I was at a meeting with a guy I am attracted to. We were sitting next to eachother and he reached for something in his bag. It looked like a small note or something but it was a piece of tape which he pressed on the upper part of my leg. I sat there for a moment and then took the tape and pressed it against the upper part of his leg. So he presses it back on my leg and I keep the tape. This is the first time he has EVER touched me on the leg and I admit it felt amazing. We were being very discreet and I was trying not to smile. We've been flirting lately with looks and sometimes he will touch me on the arm. Is this his way of stepping up the flirting level?

YESSSSS!!!!!!. . . . . . . . . . . . . . thats a yes on him wanting to touch you. . . cuz it would be acward if he just touched you randomly ut with the tape he has an excuse. . .

It might be a good idea to define 'touch'. There are two kinds of touch, romantic/intimate/obvious 'flirtatious'/planned touching or natural human touch. Natural human touch is very natural, a bit like patting someone on the shoulder or ushering someone through a door. Men are very black and white. What you see is what you get, but make sure you establish the difference in his touches.
