Can I sell an old cell phone if I take out the sim card?

I'm helping my mom sell her old cell phone. Should I take out the sim card before I sell it or do I need to leave it in for the next person to use? And is there anything else I should do to the phone before I sell it?

If the phone is locked it will only work with SIM cards from the same operator as the current SIM.

If it's a prepay phone, then you will probably get more if you sell it with the SIM.
