Do you need to make an appointment or is it a "just show up" sort of deal? There is a convention in town this weekend and I have a tattoo that needs fixed...

I think you need to make an appointment with the artist before hand.
At conventions, artist will do on the site tattoos, but I think for the most part they want to show off their work, and will have someone show up to get a good piece put on them. It allows them to showcase their skill.
If you show up the first day (if multiple days), early, you might find an artist willing to drill on you...If they're into your idea.

Nope, the artist's must comply with the foundations of the state they're tattooing in. Its the equal as Bar Closing Time. If a bar in MN closes at two AM, I can not say I'm from Wisconsin and there the bars are open until three AM, so that you must serve me. Sorry, however you'll simply must wait or journey to a state that allows for underage tattooing.
