You can go out on a date.
But what you really mean, is have sex - the answer varies by state.
In most states, it's not legal to touch anyone under age. Even if they are willing and it was their idea.
The parents could put pressure on the 16 year old, to say you force yourself on them. The 16 year old would have a choice to make - either lie and said you did - or withstand a lot of pressure from the parents. Parents who may threaten to throw them out onto the street or to put a lot of restrictions on what the 16 year old is allowed to do. Eventually, the 16 year old will give in to the parents.
If you get charged with a sex offense, it stays with you. If you beat the charges, your reputation will still be ruined and the courts costs will be a lot of money (Do you have it? Or your parents? What would your parents say/do if they had to pay it?) If you don't beat the charges, what could happen - it would not be a jail offense - it would be a prison offense. The difference between jail time and prison time is like being in junior-high school or high school. Prison is where the serious offenders are. I worked at a Dept of Corrections for 12 years. Employees had a joke about prison rape and since the guards cannot be around each inmate every minute, that the inmates may as well be initiated into prison life their first night there.
Live is a lot easier if you avoid potential problems. In your case, there should be plenty of 18, 19, and even 20 year old people to consider.

Like everyone else has said, it depends on the state. I live in Colorado, and here there is a four year and ten year rule. If you are 16 you can date up to someone four years your senior, if 17 up to ten years your senior. Check your state's law book.

Depends what state you live in, be very careful. I have a friend that got three years in jail. all because he went out with a girl that was under age, he was 18 she was 16. They went out until her parents found out and reported him to the police and pressed charges. even though it was consensual, the parents pressed charges and they stuck, and the charge was statutory rape.
