Question

wing span of 30 inches tail has black bars wing and body are dark grey and chest is ivory with redbrown speckles winter food seems to be sparrows lives in western pa.

Sounds like one of the larger Accipiters, check out Goshawk:http://www.birds.cornell.edu/AllAboutBirds/BirdGuide/Northern_Goshawk.html & cooper's hawk http://www.birds.cornell.edu/AllAboutBirds/BirdGuide/Coopers_Hawk.html . They Specialize in eating birds , Young birds have a white chest with brown spots, if the wingspan is 30'' it's probably a cooper's .
