The top 10% would be from 90.0% to 100%, and going by your reasoning this would be from 0% to 10%. If you are at 10.4% then you are between 10% and 11%, or actually in the top 11% of your class, but short of the top ten by .484...%

No, and I think the reason he says that is that is because if you live in texas and are in the top 20 or 10 percent of your class you get admission into the Texas collage of your choice.
