Shortbread is a type of cookie, and shortcake is usually either sponge cake or sweetened biscuits served with fruit topping.

I did some research, and it is indeed called "short" because of the large amount of shortening in it. Kudos to the person below me who got it right, and thanks for the information!
And as far as Americans not liking the sweet biscuit shortcake, that's the only kind my Kentuckian mom would ever make. It seems to be a Southern thing, while most Northerners prefer the spongecake base.

Shortbread is a type of confection made of flour, butter and sugar. Shortcake is a broader group with extra ingredients. So shortbread is a particular type of shortcake and not all shortcakes are shortbread. Unless you're American in which case they're all shortcake.

"Short", in this case, refers to the fat content (as in "shortening").
Shortbread is, as mentioned above, a dense cookie. Shortcake is a slightly sweet biscuit that sits under strawberries.
Now, Americans don't like the biscuit in strawberry shortcake, so you see all sorts of items substituting for it: sponge cake (which is virtually without fat, and NOT a shortbread), or angel food cake, or pound cake, etc., etc.
In fact, I haven't seen an authentic strawberry shortcake in a restaurant for over 35 years.
