How do I get rid of Hoopaa I've uninstalled it but everything is stilled blocked by it?

I installed hoopaa a few months ago but it started to block everything, so I uninstalled it but it won't go away I even keep getting emails from them. I can't email them because when i try to it's blocked somebody please help me.

you may have to get the tower cleaned out by a pro.
