is it alright to have a 'plan B' when it comes to relationships?

Okay, I am currently seeing someone, lets call him Bill. Bill is a very interesting character. I mean he has so many faults and is far from perfect. When I say this, I'm talking like he's indecisive, he can be irrational, immature and unforgiving. But he has so many great qualities. He's strong, confident and sexy. He's intrigues me more than anyone in a long time. At the same time however, we run hot and cold and I am not sure if we are ever going to have a relationship together.
My point being, I care about this guy a lot. I haven't felt this way about someone since I was with my last boyfriend, and that relationship left a scar. Naturally I am a little uneasy about caring about someome like this again.
So I met this other guy and we've gone on a few dates. He's a great guy, but my feelings lye with Bill. He's just a plan B, something to fall back on to soften the blow should things go wrong between Bill and I.
Whats your opinion? Am I doing the right thing, or am I wrong?
