According to the FARs, to get a private pilot's license, you must be 17 years old. However, to get a student pilot's license (which is still a pilot's license!), you must be "at least 16 years of age for other than the operation of a glider or balloon." (You can be 14 for the operation of a glider or balloon).

In the US: There is no minimum age for receiving flight training. The flight time may be logged. Being certified as a Student Pilot is not a requirement for receiving or logging flight instruction. A Private Pilot--Glider must be at least 16. A Private Pilot--Airplane must be at least 17.

It is the same in all states. Being in Connecticut is no different than in Oklahoma.

PA28 quoted the regs correctly. You must be (for a Private licence) 17 for powered aircraft or 16 for a glider. To solo you must be 16 for powered aircraft or 14 for a glider. There is no age limit on when you may start training. For full details I strongly suggest you contact your local Flight School (go to your nearest airport and ask around, they'll tell you. Or try AOPA's website)

No 16 for solo and 17 for your license

16 but you can solo at 15 with the required hours and a presolo test. You must also have a Medical Certificate.
