Ammonium Nitrate, when mixed with water, creates an endothermic reaction that can lower temperatures low enough to create ice.

I know sort of what you are talking about. If I remember correctly, it involves some reaction with ammonium nitrate. I used to have a cold pack in the first aid kit that was activated by breaking a capsule inside of the bag.
