What do all of these letters and numbers stand for, exactly?

You will have to be more specific. That could be department or court specific. What I mean is, that they could use those letters and numbers to describe something that way only in that particular jail or court system.

There is about a million possibilites of what that could mean. Maybe try narrowing it down a little bit and say where you saw it at exactly.
