Does it mean that if you dirty the pool it would be like swimming in a toilet? So pee in your own toilet and keep the pool clean? Or maybe it's an analogy to that affect.

It means the people peeing in the pool have the upper hand. You don't want to come swim in my toilet, so how is that going to compel me to stop peeing in your pool?
I've always thought this was a dumb phrase.

Well now since I don't have a pool, you can swim in my toilet. In fact, you can even go fishing in my toilet. But watch out for the brown eyed carp.

its just a pool owners way of shaming people into not urinating in the pool cause its disgusting and messes up the ph balance etc.
