Use a product called Silk Drops from FX Special Effects. Like BioSilk, its a hair serum, but commonly used to soften and moisturise skin. Just rub it into your skin as you would a moisturizer. Silk Drops is great! You'll love it. You can get it at any Walgreens, CVS, etc.

I would recommend using salt scrubs that you can find at places like bath and body works and victoria's secret. They sooth your skin and keep it healthy, just make sure you don't use it right after you shave. Another good thing to do is make sure you moisturize your skin, and exfoliate your skin while you're in the shower.

EXFOLIATE! It gets rid of the dead rough skin and leaves the smooth skin. Then lather up with lotion.

lotion and vitamins. Go to a natural food store and they should be able to tell you what can make your skin softer ^_^ also try shea butter...
