Well, it kind of depends on the person and the situation in the dream. Obviously, if the person was a celebrity, it doesn't really count as feelings since celebrities are splashed all over the media.
If the person is someone you know personally, and these are the types of feelings you have had before, or may have ocnsidered, even if for a split second, then you may like this person. Dreams are sometimes the only your psyche can express how you really feel about things.
The other option is that the person you were kissing in the dream is symbolic of someone else, or the whole kssing scenario was symbolic.
The only way you can know this for sure is to ask yourself how you truly feel about the dream. Chances are that you have some sort of feelings for the person.

Normally they say if you dream and you wake up and dont remember your dream those are the ones that come true. So if I dream of kissing someone and felt something and woke-up...it was just that a dream....

usually deams show feelings that u don't express out in the poen but it could mean something other than u likeing this person
