It is a dance on a fine line of fighting the Taliban and trying to keep the rest of the Afghans on "our" side. Realpolitik keeps the NATO forces from Agent Orangining the Poppy crops.
But ultimately there would be no Poppy fields if there was no market for it. Too many stupid SOB's in the west love frying their brains. So there'll always be a market for fresh afgan poppys.

We have not figured out away for them to stop growing it. Its their number 1 source of income andd nothing matches it. When I was their, we were told to turn our heads, we were there to kill the bad guys, not drug interdiction. Funny, we are doing it now though.
