my hands get very dry as well...
i have found a very good lotion that i believe to work wonders:
Hand Repair + Healing Hand Cream with Shea Butter
by Bath and Body Works
the cost is $12.00 for a 4 oz. bottle, so you should try and catch them during a sale.
they have a variety of fragrances to choose from.

Hmm, i know for dry itchy skin I like Gold Bond moisturize lotion. It has a cooling affect.

anyways the best cream for your dry skin would depend but u seem to say its REALLY DRY so I would suggest to buy:vaseline,Glysomed or Johnson & Johnson cocoa butter....

drink water upto 20 glass per day eat watermellon &its water apply on ur skin after 15 min wash it.good lotion 4 ur skin is aleovera gel & honeyl lotion. nivia cream is also best 4 u.i also sugest u eat fruits & green veg & drink milk & water
