1 can sweetened condensed milk =
1/3 cup + 2 tbsp evaporated milk + 1 cup sugar + 3 tbsp butter,
heated until sugar and butter are dissolved.

Also, not sure if the above poster is correct, but I've got a Half and Half conversion in case you want to try that but don't have any:

cup Half & Half =
3/4 cup whole milk + 1/4 cup heavy cream OR
2/3 cup skim or low-fat milk + 1/3 cup heavy cream

Hopefully you have some powdered milk on hand.
1 cup Instant Nonfat Dry Milk
2/3 Cup of sugar
1/3 Cup of Boiling water
3Tbsps Melted Butter or Stick Margarine
Mix all ingredients in a blender. This makes the equivalent of one 14 oz. can and may be substituted in any recipe.

Your supermarkets will all bring Carnation condensed milk, both complete milk, two% or skim milk, and thick cream. You would possibly discover another manufacturers as good. In my retailer they're with the Instant coffees and occasional beansand teas. I understand they're to be had in Sterling, VA.

Half & Half or whole milk would be best. 2% milk or lower would make the dish noticeably less rich.

Since you didn't say it was sweetened condensed milk i'm assuming you need regular condensed milk. Right?
