From what perspective is the letter being written?

Are you supposed to be a concerned citizen writing to the EPA, or an environmental professional writing a letter defending a client, or a politician writing to request action on an issue that needs to be addressed?

I'll assume that you are supposed to be a concerned citizen - here's an idea:

Pretend you are a homeowner in the vicinity of Santa Susana in California. You are concerned about possible impacts to your health from exposure to solvents in the groundwater, radiation, and contaminated dust from the former NASA laboratory on top of the Santa Susana mountain.

Write about the environmental harm done by the use of landfills. Landfills have been in use by humans for hundreds of years and can be replaced by good engineering. Most of the stuff being dumped can be directly made imto oil and the rest can be recycled as raw material for use by industry. The good engineering has never been used by any state or industry anywhere on the planet but it should be adopted.
