You're referring to hijab. There's a certain amount a woman's supposed to cover her body which made logical sense in the day and age and for some women it makes perfect sense now. There is such a thing as the external hijab, which you are referring to, and INTERNAL hijab which is expected of women AND men... modesty in how you conduct yourself and what you do with your mind and your eyes (i.e. leering at each other, etc.)
I say, why not? If that's what works for them it's cool... women should be respected for more than just whether or not they're a fashion plate and what they look like naked. Too many women have such a poor self-concept nowadays... I'd say hijab helps some women reclaim a sense of themselves and rightfully so.

Hijab is woman identity in islam, It was ordered in those days when woman were facing some problems during early islamic era, so they were ordered to cover their heads...
ans Why?? so its again a long explaination, but keeping them cover their bodies is better for them and their society ,as man are not attracted towards them, its kind of safty for the honor of woman.
Veil is not religious, Its social, islam doesn't order to cover the face but few scholars have added this thing in islam and now its social and cultural. But basically hijab is identity of muslim woman keeping her safe from the lust of men
Edit:
I m living in muslims country and here one can see ladies wearing veil to the extend of not wearing even a sash !! No it doesn't mean they are not safe, but we mean safety in different meanings. For us woman is so sacred that one should not look at her with dirty thoughts in his mind, its just like a disgrace to that woman, so if a woman is safe from such looks, its mean she is safe....so sometimes this world safty is used in terms of being respectable....Woman is not that cheap and useless thing that should be availible for everyone everytime to look at.She is respectable and honourable !! and should be safe from immoral looks...I guess you wont understand this thoery, as not practised in your society, so forget about it !!! Btw we love hijab and this is our own choice !!

A: First and foremost, because Almighty God (Allah) commands us to do so. In the Qur'an, Allah tells the believers to "lower their gaze and be modest." Specifically, it says: "Say to the believing men that they should lower their gaze and guard their modesty; that will make for greater purity for them; and Allah is well acquainted with all that they do. And say to the believing women that they should lower their gaze and guard their modesty; and that they should not display their beauty and ornaments except what must ordinarily appear thereof; that they should draw their veils over their chests and not display their beauty except to their husbands, their fathers..." [continuing list of family members and others in front of whom women are exempt from covering] (Qur'an 24:30-31)
Of course, Muslims believe that God has full Wisdom and knows what is best for us, so we strive to follow His guidance in every aspect of our lives. Muslims have also discovered other advantages to dressing modestly, including: being known for who you really are; not being judged by your beauty or lack thereof; being able to conduct business in an atmosphere of respect; being readily known as a Muslim; liberation; comfort
3. Although Muslim women may wear ornaments they should not walk in a manner intended to cause their ornaments to jingle and thus attract the attention of others.

It is cultural rather than religious. It is a hot climate and that may have been how it originated...but more likely a sense of covering any feminity in front of others (men particularly). Such insecurity in their own relationships!
