Ear infections cannot be "caused" by cold air. True infections have microbes, bacteria or fungi, growing in the ear canal, inner ear or Eustachian tube.
However, cold air blowing in an ear can make the muscles in and around the ear contract and put pressure on nerves and other structures. It can be exquisitely painful, stabbing or throbbing pain. It can certainly feel like an ear infection and probably can intensify the pain of an infection.
