It isn't always.It vairies from man to man. In African-American men, for example, some guys have very little,rough patches, some have a lot that is rough, and others have a lot and it is almost soft...still others shave it all off or trim it to make it look neat.

I dont know all the reasons but one of them is it is designed to trap and hold smell, in particular, the scent of a woman. That's why anyone worried about intimate odour need only shave to get rid of any smell, nice or not.

Pubic Hair is "designed" to stop potentially dangerous foreign objects from entering the genitalia, so it has to be somewhat coarse.
