If he's so shy, then for sure he doesn't have so much luck with girls, that's why if he knows that you're interested in him it would be heaven to him. But also i don't advice that you go straight like that and tell him about your feelings, just keep talking to him, and ask questions, shy guys don't have a problem answering as much as opening a conversation. Later he will become more open with you. When there is this awful moment of no words, don't just leave as there is nothing to talk about, just stand there next to him, this gives him some time to think about something to say, good luck!

He's probably still nervous around you -- read that, he likes you & he doesn't want to screw it up. He's gonna be a little tongue-tied around you as opposed to his buddies that he’s been around for a while. Just start the conv w/ something you have in common like basketball or make a funny observation about something; or, if you know a subject that he know a great deal about, the words will come easier for him. You can also converse through email to start. It’s much easier than face-to-face & his sense of humor, etc. will come out faster. Just accept him as he is & he will trust you and come around in time. He needs to know that you like him before he takes any big risks with you.
Remember one thing: his silence does not mean his disapproval.

some guys aren't talkative - so you should find out some of his interest and have a conversation about something he can elaborate on. But a lot of guys over the phone don't say much try to do something in a group so he isn't uncomfortable

Well, just ask him directly if he likes you. If he says yes, then start the conversation & dont leave him alone after his 10 words.
If he says no, ask him for friendship & then strike the conversation & follow the rule illustrated above. Ask his hobbies, family, school, job, movies, music, sports anything... his telephone number..... email address, chatting IDs... internet conversations are 100% guaranteed from a shy guy.
A shy person shall never initiate anything; but continous provokes frees him.

Try to find similar interests. Talk to him about the previous basketball game you played. Sounds like he's not that confident when it comes to a relationship. Keep the conversation going, and I'm sure he'll get more comfortable..

Find something you know he's passionate about (sports, politics, sex, whatever) then start a conversation and ask him about his opinion, or thoughts or whatever about that passion...
Generally, if you can find an interest the person has, and start them talking about it... you've got the in you need.
Once you're talking you can also ask him out... that takes care of finding out whether he likes you or not.
The other option is to simply tell him you like him, then ask him out...
