Unless you will be inside the territory of another country, then no. International waters are safe harbors and require no passport. You might also need one if you are coming back to a port that requires ID or passports before entering back to the country.

if u are taking a charter,all licences are paid for with ur fees to the charter company.as long as u stay in US or international waters i would not think that u would need a passport.
