Because in Oregon, we don't believe that anyone under the age of 18 is mature enough to make any decision at all regarding their own bodies.

(A little biased, I'm only kidding.)

In a way, that's true, though, the way that Oregon laws are written makes it so that you have little to no ability to make your own decisions as a minor.

My opinion on the issue is, wait until you're at least 19 or 20 anyway. You will change so much as a person from the age of 18 to 30, and you don't want to get something that you'll regret. Let yourself mature a little bit, you'll appreciate it later (from experience, I got a super nice tattoo when i was young, and now 5 years later, I'm not really a huge fan of it.)

Actually I think it's illigal in all of the US before 18.... I think it's because supposedly people younger than 18 don't have the mental capacity to make a desion that is so permanent. Plus since before 18 you a still a minor, that puts the tattoo shop in a position where they are liable to get sued by the parents. Plus I guess they figure that someone younger than 18 years of age is not responsible to keep the tattoo clean and such to prevent infection.... But You can get one with parental concent.

Any body modification (even piercing your ears) legally requires parently permission prior to being done just about anywhere. Why? Probably because of the permancy of doing something like that and the fact that it's pretty well known youth don't always make the smartest decisions (I made more than my fair share of stupid ones growing up...still do on occasion, but put much more thought into things).

In California it is illegal, a friend of mine subleased his Karate studio during a large motorcycle ralleye, he made a few extra $.
The tattoo artist installed his artwork on an underage girl, the parents couldn't find the artist, so they sued my friend, he lost his business and much more. The assumption is that you are much smarter when you are over 18,
