If they don't change their government to a non-sectarian government, then they need to switch to a sectarian country, divided three ways. These people can only get along if they take religion out of the equation. Otherwise, each faction deserves it's own autonomy.
It doesn't take a brain surgeon to figure this one out, it just will not work, the way we are going about it!

What is the most interesting thing with your question is, that you assume you have the right to make the decision for the people who have to live there. Let them make their own minds. The world is there (in theory) to facilitate their march to freedom from unjust rule. Not to impose a new system on them!
