If there is a pending investigation against you, that is not harrassment. Trust me, Child protection DOES NOT GO OUT LOOKING FOR CASES - the cases come to them - they are called in on hotlines by people that have concerns for childrens safeety and they are REQUIRED by law to investigate them. If a call comes in everyday, they everyday they are required to send someone out to see what is going on.

Once an investigation is open, there is no way to stop it until it is resloved and closed.

THere are procedures if you would like to complain, but no, CPS is a state agency and you cannot get a restraining order against them,

Child Protective Services just doesn't have the money or manpower to harass innocent people. Come on, now. They had to have something on you to begin an investigation.

If you really think you are being harassed, then PLEASE go to the court and try to get a restraining order. I would love to hear what the judge says.
