Wait wait what? You were suffering from it three years ago but not now suddenly? Are you on more meds now? I get laughing fits during siezures but that sounds strange as an excuse...
I cant answer the girl question until I figure out how you have changed? You cant change the nature of your elipesy so did you change your behaviour otherwis and are attributing it to it?

!!???!

Ask her to meet with you as a friend.Be honest with her soon she may marry and you will no longer have that chance again. Be prepared to be rejected if you hurt her in the past and move on.As you said you changed and she was you re past in changing and moving on leaving her may be part of that.

I think your best bet would be just to move on, if just your presence troubles her then shes not worth having as a friend, just like you said you have changed, but she hasn't so move on and find a better friend

there's really nothing we can do but if you tell her that you've changed and u JUST want to be friends and she still refuses move on but 1st apologize to her for the way u acted 3 years ago. offer to treat her to lunch to make up for it. GOOD LUCK!
