A breeder is telling me that a 6 month old female has reached her adult weight and height. Is this true?

It could be true but she is not considered to be an adult until one year. Some dogs reach their full size at six months.

Yeah, a dog reaches physical maturity by 8 months. But you dog will probably behave like a puppy for another 2-3 years.

Physically most chis are fully grown by 9 months though some finish by 6 months and others not until a year (depends on the genetic line). Also they "fill" out durning the next year or so to their adult weight. Bone wise though, generally by 9 months.
