Firstly, this is a question that should be posed to a health professional as there can be many reasons for this. I expect the Dr that ordered the CT scan can help. What follows is a general explaination of what could be going on given the info provided.

A babies brain still has a lot of growing to do after they are born. A large proportion of this happens on the surface of the brain. This means that many of the fissures, gyri (hills) and sulci (valleys) of the brain have not fully developed. If the scull/body is growing faster than the brain it can create more space than is initially needed. Generally the brain will grow into the space within the scull. A more telling factor into whether it is a neurological problem is the childs development.
