Prior to revolution 'France was an old nation,' in that it had "a preexisting government, a preexisting king, and preexisting prejudices.

Does anyone know the answer to this?

There is no question.

The quotation just means that before the revolution France was a monarchy (a long tradition of kings instead of a president) as most countries were in that era.
The government mostly consisted of the king's friends and were not democratically chosen.
Everything was in hands of the king and nobles and those were regarded as "chosen by God" to do so.
