In tourism 3 terms are usually used about passengers/clients depending where they originate from,
local - immediated city and surrounds (obviously not really used in airlines)
domestic - interstate/province or other regional centers within the state/province
International - obviously outside the country

Domestic flights are flights within the country but between states or regional centers. You can have International passengers on domestic flights.

Flight distance aside, there are two major categories of flights, domestic and international. International flights take off in one country and land in another. Domestic flights take off and land inside the same country.
