I was advised by a dermatologist that the best lotion you can put on your skin is called "Eucerin" and can you buy it over the counter. Most stores carry it, it'll cost a little bit more but well worth it.

Any cream based on marygold extract. Applied anytime you don't use your hands and you don't have any activity (for better asorption). Drinking water is good, you should continue that but also drink carrot juice.
It seems that it is in the nature of your skin to be dry, so you should first solve the problem nutritionally, if possible, then add external creams and ointments.
But try the marygold thing. It works very well with seboreic dermatitis.

I have dry skin from psoriasis. Some things I have tried that aren't too expensive or oily are Udder Cream, and Whipped Silk Lotion by St. Ives. Hope that helps.
