I use MySQL and PHP, but that's only for my website. If you plan to use a web-based application for managing your databases, it works pretty fast if you get yourself a good server. And if you would own your server, and can hook it up right on your network in a way that it wouldn't be on slow connection speeds, then it would firstly be more secure from DDOS attacks, and secondly, it would work even faster in the event that lots of queries are being processed at the time.

We use SQL Server from Microsoft. You improve it by designing your table structure properly. A bad database design will bring it to its knees when it gets stressed.

Oracle. And I would love some easier way of dealing with mutations but that's just because I ran into that problem yesterday. On the whole, I love it.

I second that opinion.
Access is fine if you have a small application.
If you get much bigger you might consider integrating mySQL with a web client.
But the table and structure design is SUPER IMPORTANT, spend your development money there.
