Call a local art school, preferably a private one, and ask an instructor if they would consider doing a commissioned painting, or if they have an advanced student that might do one. There's a good chance you'd find one that way, and they'll probably have some examples of their work they can show you prior to you reaching an agreement. If you don't like the style the artist uses, then try to explain what it is you'd like and see if they come up with examples that fit within your type of criteria.

I am sure in the SF Bay area like in many other places they have old warehouses which are converted into studio spaces. Usually these places have every one or two months an open studio day, where people can come and look at all the painings/art. If you go around there you can look at the way they paint and their price range and if you like it. And the artists are there as well so you can talk to them if you are interested. Usually there are a couple of portrait artists in such setups. Frequently such things are advertised in local newspapers as part of art walks or studio walks.
You could also call a couple of painting teachers at local universities and ask for recommendations, but then you probably would want to visit the studios of the recommended painters, which may take a while.

Talk to some local art gallery owners....I bet they could recommend a person. The other option is to visit the local college which has a fine arts major. Some of the instructors could know some people.

check any local art studios or art galleries, you may be able to find out there, i live in Australia so i'm just guessing ... perhaps check your local council alot of places have Art Societies made up of local artists ... you could try that
Just make sure that u have a look at previous artworks before deciding on the artist.

Please look at my website . www.janedunn.co.uk I charge 140 dollars for a head of an animal and 300 dollars for an oil . If you don't like the result you don't have to pay. I work a lot with Americans so the distance is no problem .
