All these claims about it not raining are pure speculation. The Bible says absolutely nothing about whether there was rain before the mythical flood or not.
Were the laws of physics different in the past? There is no reason to think so. Condensation and precipitation happened in the past just like it does now.
And for the record: The Flood tale is just that. A morality tale. Not history.

The bible says it had never rained before. Also, check out this verse that I recently read as I've been reading 2 Kings... NOTHING is too great for God!!!.
2 Kings 3:16-18

No, it rained before but the laws of physics did not exist. A rainbow is a refraction of light, simple basic law of physic, but the bible said that god created a rainbow to show that he would never again flood the world. Maybe peole were in black and white back then. You never know.

I do not know for sure, but I have been told that there was a great mist hanging over the earth. It was so moist all the time that we didn't need rain.
